In our Despatch No. 2390 we asked for a full report on the arrangements in force during the year.
This is already the third Report that we have received since then.
Everything seems to be progressing to our satisfaction; many important sanitary changes have been introduced, and the Chinese are apparently not making themselves objectionable.
Dr Thomson appears to be behaving with tact & discretion.
After this satisfactory report, adding that if the new arrangements continue to work satisfactorily no further report need be submitted for the present.
